| 探讨大中型灌区的灌溉管理体制改革问题。以河南省昭平台灌区为例，采用实证与理论分析相结合的方法，分析了现行管理体制的不足，提出了一个与市场经济相适应的灌溉管理体制模式，并对采用这种管理体制模式时可能遇到的几个问题进行了分析，给出了相应的对策。 |

| Reform of irrigating management system in big and middling irrigating areas arediscussed. Based on the situation of Zhaopingtai irrigating area in Henan province, with thepractical and theoretical methods, disadvantages of current management system isanalysised. A new irrigating management system suited to the market economy is putforward. The problems raised by the new system and the policies to solve them arementioned. |
