生产建设项目水土保持监管空间信息系统研究

摘要:
基于对生产建设项目水土保持监管工作现状的充分调研与需求分析,利用空间信息技术,构建了水土保持综合监管模型,设计与开发了覆盖建设项目空间位置快速获取、在线分析、自动判别到系统管理全过程的天地一体化的生产建设项目水土保持监管空间信息系统。结果表明:1)该系统可实现任意监管区域范围内所有建设项目扰动图斑的自动化快速发现,监管范围从区域某点位置扩张到区域全覆盖,为水土保持监管部门的决策提供空间数据支持;2)引入的Spark技术,对系统空间数据进行批量处理,满足了海量矢量数据的并行高效分析处理需求;3)水土保持部门监管人员也可通过查询统计功能分析全国不同区域生产建设项目水土保持措施的配置情况,评估各级水土保持机构监管工作的执行与落实情况。最终,通过该系统完成了水土保持监管工作模式从人力到信息化手段的转变,扩大了水土保持监管覆盖范围,提高了水土保持工作效率和管理能力,减少了违法违规建设项目造成的水土流失。

Study on spatial information system of soil and water conservation supervision in production and construction projects

Abstract:
Based on the investigation and demand analysis of the status quo of soil and water conservation supervision of production and construction projects and spatial information technology,this research constructed a comprehensive supervision model of soil and water conservation, designed and developed a spatial information system for soil and water conservation supervision and management of production and construction projects, which covers the rapid acquisition of projects’ space location, on-line analysis, automatic identification to the system management of the construction projects.The results showed that:1)The system can realize the rapid discovery of disturbing spots in all construction projects in certain areas;the scope of water and soil conservation supervision extends from regional pointing to regional coverage;it can provide spatial data support for decision-making of soil and water conservation supervision department.2)The Spark technology introducted can batch processing the spatial data involved in the system, and satisfy the demand of mass vector data parallely and efficiently.3)The departments also can analyze the allocation of water and soil conservation measures for production and construction projects in different regions and evaluate the implementation and implementation of the supervision of soil and water conservation institutions at all levels through the statistical functions of the relevant departments.In conclusion,the system has completed the transformation of soil and water conservation supervision mode from manpower to information technology, expanded the coverage of soil and water conservation supervision, improved soil and water conservation efficiency and management capacity, and reduced soil and water loss caused by illegal construction projects.
