全球棉花产业势力竞争的案例分析:内涵、范式与对策

摘要:
为探究全球产业链中产业势力如何形成并影响全球产业链治理,以结构性权力理论为基础,构建一个“技术-制度-规范”的分析框架,并以棉花产业为例,剖析以美国为首的西方发达国家棉花产业势力构建和主导全球棉花产业链运行的经验。结果表明:1)产业势力演变为掌控产业链的结构性权力;2)科技创新是构建全球产业势力的驱动力,西方发达国家凭借技术优势和技术垄断,强化了其对全球经济活动的控制能力;3)制度供给在产业势力构建中发挥调节作用,西方发达国家通过影响全球棉花贸易制度体系,使发展中国家面临不公平的贸易环境,挤压了发展中国家在全球产业链中的升级空间;4)规范认同决定产业势力存续的合理性,西方发达国家试图将其道德伦理上升为“普世标准”,成为有效打压和排挤发展中国家竞争对手的武器;5)发展中国家与发达国家在产业势力上的竞争,将是长期和渐进的过程,是推动全球棉花产业秩序向更加公平合理方向发展的必经之路。据此提出,应强化有利于棉花产业技术创新和开放合作的制度供给,实现全球责任和发展中国家自身利益诉求的协调发展;提升涉棉企业的竞争力,加速制度、技术和组织创新,塑造良好的企业形象;发挥行业协会沟通、协调、服务和监督作用,完善“中国棉花”可持续生产标准和认证认可制度;提高棉花生产者的科技植棉水平、市场风险研判和市场盈利能力,提高棉花生产的品质和全球市场竞争力。

Case analysis of global cotton industry power: Connotation, paradigm and countermeasures

Abstract:
To explore how industrial power forms and affects global industrial chain governance, a “technology system norm” analysis framework was constructed based on structural power theory. Taking the cotton industry as an example, the experience of Western developed countries, which led by the United States in constructing and leading the operation of global cotton industrial chains, was analyzed. The results show that: 1)The industrial power has evolved into structural power to control the industrial chain; 2)Technological innovation is the driving force for the development of the cotton industry. Western developed countries, relying on their technological advantages and technological monopolies, have controlled the power to influence the global economy; 3)Institutional supply plays a regulatory role in the construction of industrial power. Western developed countries have influenced the global cotton trade system, causing developing countries to face an unfair trade environment and squeezing their opportunity for upgrading the industrial chain; 4)Norm identification determines the rationality of the existence of global industrial power. Western developed countries attempt to elevate their moral and ethical standards to “universal standards”, which become effective weapons to suppress and exclude developing country competitors. 5)The competition between developing and developed countries in terms of industrial power will be a long-term and gradual process. However, it is the necessary process to promote the development of the global cotton industry order towards a more fair and reasonable direction. Based on the above results, this study concludes by proposing to strengthen institutional supply that is conducive to technological innovation and open cooperation in the cotton industry, to achieve coordinated development between global responsibility and the interests and demands of developing countries themselves. It is necessary to enhance the competitiveness of cotton related enterprises, accelerate institutional, technological, and organizational innovation, and shape good corporate image, give full play to the role of industry associations in communication, coordination, service, and supervision, and improve the sustainable production standards and certification recognition system of “China Cotton”, improve the technological cotton planting level, market risk assessment, and market profitability of cotton producers, and improve the quality of cotton production and global market competitiveness.
