全球基因编辑育种创新价值链现状与启示

摘要:
为明晰我国农作物基因编辑育种创新链的角色地位,从技术创新价值链视角出发,从知识原理、应用技术和产品开发3个维度系统梳理分析了全球基因编辑育种创新链的演化逻辑和最新发展态势。结果表明:1)全球大多数研发资源主要集中在中间环节的应用技术开发和种质资源创制上,处在创新链末端的商业化运用产品相对较少,尤其在我国还没有商业化的基因编辑品种面世。2)对基因编辑的进一步原理性知识创新的空间十分有限。基因编辑作为一种普及的技术手段,未来创新的重点在于利用基因编辑工具创制具有新功能的育种材料和种质资源。3)商业化产品开发目前是基因编辑创新链中最薄弱的环节,且只有开发出能满足市场需求,具有重大社会经济效益的基因编辑成果才有意义。本研究进一步提出了我国建立高效运转的基因编辑农作物育种创新体系和准确定位发展目标的对策建议,为构建具有中国特色的创新价值链提供决策参考。

Current situation and implications of innovation value chain in global gene editing breeding

Abstract:
In order to clarify China's role in the innovation chain of gene editing crop breeding, this study systematically analyzed the evolution logic and latest development trend of the global gene editing breeding innovation chain from three dimensions as follows: knowledge principle, application technology and product development. The results show that: 1)Most of the global R&D resources are mainly concentrated in the development of applied technology and the creation of germplasm resources in the intermediate links. There are relatively few commercially applied products at the end of the innovation chain, especially in China, where there is no commercialized gene editing varieties; 2)The scope for further fundamental knowledge innovation of gene editing is very limited. As a popular technology, gene editing will focus on creating breeding materials and germplasm resources with new functions by using gene editing tools in the future; 3)Commercial product development is currently the weakest link in the gene editing innovation chain, and only the development of gene editing results that can meet the market demand and have significant social and economic benefits is meaningful. Some countermeasures and suggestions are put forwarded to establish an efficient gene editing crop breeding innovation system and accurately locate the development goals in our country. This study provides a reference for decision-making in building an innovation value chain with Chinese characteristics.
