| 为探究全域土地综合整治与生态修复在市场化背景下如何发力，以全域土地综合整治与生态修复市场为研究对象，通过系统总结和逻辑思辨的方式梳理了整治修复市场化的机制、模式和实施路径。结果表明:1)生态产品价值实现是深化和促进社会资本参与全域土地综合整治与修复的关键，生态产品供给通过公共行政与市场化配置方式进行，实现过程中应以准公共性和非公共性生态产品为主；2)整治修复活动可以获取2类利益，包括生态价值增量核算的权益和指标的利益，以及通过自身能力和资源创造的资源资本运营收益，实施过程中需要重点关注构建差异化的投融资机制和产业融合型运营机制；3)实现模式可通过政府考核绩效模式、PPP模式、EPC模式等多种方式具体实施。在实施路径上，主要通过各类要素的发展权益、指标、资源的开发与利用等方式来进行，并通过不同程度市场化的方式匹配需求，促进社会资本参与全域土地综合整治与生态修复工作。综上，本研究可为全域土地综合整治和生态修复市场化提供理论依据。 |

| In order to discover how to make efforts in the market-oriented context of comprehensive land remediation and ecological restoration in the whole area, this study takes the market of comprehensive land remediation and ecological restoration in the whole area as the research object, and sorts out the mechanism, model and implementation path of market-oriented remediation and restoration by means of systematic summary and logical thinking. Research results: 1)The key to deepening and promoting social capital participation in comprehensive land consolidation and restoration in the entire region is to realize the value of ecological products. Ecological product supply is handled by public administration and market-based allocation, and the realization process should primarily involve quasi-public and non-public ecological products. 2)Consolidation and restoration activities can obtain two types of benefits: equity and ecological value incremental accounting indicators, and capital operation benefits of resources created through its own capacity and resources, and the implementation process should focus on the development of differentiated investment and financing mechanisms as well as industry-integrated operation mechanisms. 3)In the realization mode can be specifically implemented through a variety of ways such as government assessment performance mode, PPP mode, EPC mode, etc. In the implementation path, it is mainly carried out through the development rights and interests of various elements, indicators, development and utilization of resources, etc. , and matching the demand through different degrees of marketization to promote the participation of social capital in the comprehensive land improvement and ecological restoration work in the whole area. In summary, this study provides a theoretical basis for the marketization of comprehensive land remediation and ecological restoration in the whole region. |
