2015—2020年北京市农业农村现代化发展水平综合评价

摘要:
为研究北京市农业农村现代化发展进程和水平,采用熵值法、GIS技术和障碍度模型,基于农业现代化和农村现代化两大目标层,构建农业农村现代化综合评价指标体系,并分析北京市2015—2020年整体农业农村现代化发展水平、各区农业农村现代化发展水平、空间格局特征和障碍因子。结果表明:1)北京市农业农村现代化整体发展水平从2015年的0.591 4提高到2020年的0.719 2,处于基本实现农业农村现代化的初期阶段,两大目标层和九大准则层也有明显提高,但农村现代化发展水平远低于农业现代化发展水平;2)北京市各区农业农村现代化整体发展水平呈上升趋势,高值地区发展水平稳步提升,低值地区发展后劲不足。除顺义区处于起步阶段的后期,其他区多处于初中期阶段;3)空间分布非均衡性明显,从零星分布转变为集群分布,高水平和低水平区域同时出现扩散的态势,并逐步形成“西北低东南高”的空间分布格局,空间分异逐年增强;4)农业产业体系现代化和农村基础设施和公共服务现代化是北京市农业农村现代化发展的关键制约因素。据此提出坚守重要农产品稳产保供和缩小城乡收入差距2条底线、高水平地区发挥示范引领作用、低水平地区发展乡村特色产业和加快推进宜居宜业和美乡村建设的建议。

Comprehensive evaluation of the development level of Beijing's agricultural and rural modernization from 2015 to 2020

Abstract:
In order to study the development process and level of agricultural and rural modernization in Beijing, entropy method, GIS technology and obstacle degree model were adopted in this study. Based on the two target layers of agricultural modernization and rural modernization, a comprehensive evaluation index system of agricultural and rural modernization was constructed to analyze the overall development level of agricultural and rural modernization in Beijing from 2015 to 2020, development level of agricultural and rural modernization in each district, spatial pattern characteristics and obstacle factors. The results show that: 1)The agricultural and rural modernization development level of Beijing increased from 0. 591 4 in 2015 to 0. 719 2 in 2020, which is in the early stage of basically realizing agricultural and rural modernization. The two target levels and nine criteria levels have also been significantly improved, but the rural modernization development level is far lower than the agricultural modernization development level. 2)The overall development level of agricultural and rural modernization in all districts of Beijing is on the rise. The development level of high-value areas is steadily improved, and the development momentum of low-value areas is insufficient. Only Shunyi district is in the late stage of the beginning, other districts are in the early and middle stages. 3)The spatial distribution is obviously uneven, from sporadic distribution to cluster distribution, high level and low level regions appear the trend of diffusion at the same time and gradually formed a “low in northwest and high in southeast” spatial distribution pattern, and the spatial differentiation kept increasing year by year; 4)The modernization of agricultural industrial system and the modernization of rural infrastructure and public services are the key constraints for the development of agricultural and rural modernization in Beijing. In conclusion, this study the paper proposes to adhere to the two bottom lines of ensuring stable production and supply important agricultural products, narrow the income gap between urban and rural areas, give demonstration and leading role to high-level areas, develop rural characteristic industries in lower-level areas, and accelerate the construction of livable and professional-friendly rural areas.
