农村交通基础设施改善能够缓解农业要素错配吗?

摘要:
为探究中国农村交通基础设施改善对农业要素错配的影响,提升农业要素配置效率,本研究基于生产理论,测算并可视化了2000—2020年中国31个省级行政区(统计数据未含港、澳、台地区,下同)农业劳动力要素、农业土地要素和农业机械要素的错配系数,并采用空间杜宾模型分析了农村交通基础设施改善对农业要素错配的影响以及耕地坡度的调节效应。结果表明:中国农业要素错配存在时空差异,且配置过度与配置不足并存;农村交通基础设施改善对农业劳动力要素、农业土地要素和农业机械要素的错配均有抑制作用;农村交通基础设施具有空间溢出作用,周围区域的交通基础设施也会影响本地农业要素的错配;此外,耕地坡度显著调节了农村交通基础设施对农业要素错配的影响。本研究从资源配置视角论证了农村交通基础设施建设的重要性,也为缓解农业要素的错配提供了思路和支撑。

Can the improvement of rural transport infrastructure alleviate the misallocation of agricultural factors?

Abstract:
In order to explore the impact of the improvement of China's rural transport infrastructure on the misallocation of agricultural factors and improve the efficiency of agricultural factor allocation, this study calculated and visualized the misallocation coefficients of agricultural labor factor, land factor and machinery factor in 31 provincial-level areas in China(Data did not include those of Hong Kong, Macao and Taiwan regions. The same below. )from 2000 to 2020 based on the production theory. The spatial Durbin model was used to analyze the impact of rural transport infrastructure improvement on the misallocation of agricultural factors and the adjustment effect of arable land slope. The results showed that: There were space-time differences in the misallocation of agricultural factors in China, and the excessive and insufficient allocation coexisted. The improvement of rural transport infrastructure had a restraining effect on the misallocation of agricultural labor factor, land factor and machinery factor. The rural transport infrastructure had a spatial spillover effect, and the transport infrastructure in surrounding areas also affected the misallocation of local agricultural factors. In addition, the slope of arable land significantly adjusted the impact of rural transport infrastructure on the misallocation of agricultural factors. In conclusion, this study demonstrated the importance of rural transport infrastructure construction from the perspective of resource allocation, and also provided ideas and support for alleviating the misallocation of agricultural factors.
