环境规制政策下养殖户环境风险感知对粪污资源化处理意愿的影响——以肉鸭养殖户为例

摘要:
为了解畜禽产业环境污染治理与养殖户低碳循环生产方式,基于肉鸭生产大省的694份养殖户调查数据,采用二元Logit模型和调节效应分析的研究方法,研究了养殖户环境风险感知对粪污资源化处理意愿的影响及环境规制政策对养殖户环境风险感知—粪污资源化处理意愿关系的调节作用。结果表明:肉鸭养殖户对肉鸭养殖废弃物水体污染感知、养殖户进行粪污资源化处理能减少环境污染感知能够显著影响养殖户粪污资源化处理意愿;养殖户对肉鸭养殖废弃物土壤污染感知、空气污染感知、肉鸭养殖户环境风险损失感知对肉鸭养殖户粪污资源化处理意愿并不显著;政府的命令型、激励型和自愿型环境规制政策对养殖户风险感知—粪污资源化处理意愿存在一定的调节作用。为促进畜禽养殖户环境风险感知,加强畜禽环境污染防治,应在提升政策有效实施的前提下加强相关培训和宣传,因地制宜的实施养殖补贴激励政策,促进环境资源的优化配置,激励养殖户积极治理污染,提升养殖户的养殖绩效。

Influence of farmers' perception of environmental risks on their willingness to treat manure as a resource under environmental regulation policies: Taking meat duck farmers as an example

Abstract:
The aim of this study was to understand the environment pollution control for livestock and poultry industry and the low-carbon recycling production methods of the farmers. Based on a survey data of 694 of farmers in large meat duck production provinces, by using the binary Logit model and the adjustment effect analysis, the impact of farmers' environmental risk perception on the willingness to treat manure as a resource and environmental regulation policies on the relationship between farmers' perception of environmental risk and their willingness to treat manure as a resource are analyzed. The results show that: The awareness of meat duck farmers on the water pollution of meat duck breeding waste and their' cognition of treating as resources can reduce environmental pollution and significantly affect the farmers' willingness to treat manure resources; The farmers' perception of soil pollution, air pollution, and environmental risk loss of meat duck farmers display no significant effect on the willingness of meat duck farmers to treat manure as a resource; The government's command, incentive and voluntary environmental regulatory policies have a certain regulatory effect on the risk perception of farmers—the willingness to treat manure as resources. In order to promote farmers' awareness of environmental risks and strengthen environmental pollution prevention, relevant training and publicity should be strengthened under the premise of effective implementation of the promotion policy. The breeding subsidy incentive policy should be implemented according to local conditions to promote the optimal allocation of environmental resources and encourage farmers to actively control pollution, improve the breeding performance of farmers.
