| 为提高农膜回收政策绩效，引导农户积极回收农膜，基于新疆1 057户棉农的调查数据，结合史密斯政策执行过程模型，通过构建定序Probit模型探讨棉农对农膜回收政策执行的满意度评价及影响因素。结果表明:1)棉农对农膜回收政策执行满意度普遍偏低，对政策执行内容、力度、效果较为满意及以上的比例分别是27.25%、23.27%和22.80%；2)棉农对农膜回收政策的了解程度、政府奖励和处罚的合理程度均对提高农膜回收政策执行的满意度有显著正向影响，另外加入专业合作社、家庭劳动力人数、回收农膜所花的时间对农膜回收政策执行的满意度有正向影响，农户受教育程度、回收农膜所花的资金对政策执行的满意度有负向影响。在此基础上，本研究从完善农膜回收政策奖惩机制、发挥专业合作社的作用、创新农膜回收政策的宣传方式、构建基层环境保护监督体系这几个方面提出相应的对策建议。 |

| The aims of this study are to improve the performance of agricultural film recycling policy, guide farmers to actively recycle agricultural film. Based on the survey data of 1 057 cotton farmers in Xinjiang, combined with the Smith policy process model, a Probit model is constructed to explore the satisfaction evaluation and influencing factors of policy implementation on agricultural film recycling. The results show that the cotton farmers' satisfaction on the implementation of agricultural film recycling policies is generally low, and the proportion of satisfaction on the content, intensity and effect are 27. 25%, 23. 27% and 22. 80%, respectively; Farmers' understanding of the policy on polluting plastics recycling, the government reasonable rewards and punishment degree to improve the satisfaction of polluting plastics recycling policy execution has significant positive influence. In addition to professional cooperatives, the number of family labor force, recycling agricultural films of the time it takes to polluting plastics recycling policy execution satisfaction have positive influence. The education level of farmers, and recycling agricultural films cost have negative effect on the satisfaction degree of the policy implementation. In conclusion, four suggestions, e. g. improving agricultural film recycling policy reward and punishment mechanism, developing the role of professional cooperatives, innovating the methods of publicity on agricultural film recycling policies and constructing of grass-roots environmental protection supervision system, are put forward in this study. |
