信息技术视角下县域农产品电商绩效评估及其影响因素分析

摘要:
为进一步探讨区域农产品电商发展水平及其影响因素,从信息技术视角,构建县域农产品电商评价指标体系,运用DEA-Tobit两阶段模型测算2018年重庆市38个县域农产品电商发展的绩效及其主要影响因素,并利用ISM模型揭示不同要素之间的层级关系。结果显示:1)2018年重庆市农产品电商发展整体处于中等水平,但县域之间存在明显的差异;2)重庆市自西南向东北沿长江流域发展水平最高,其次向西北与东南方逐步降低,形成“中间高,两边低”的空间格局;3)农产品电商基建规模比农产品信息技术生产对农产品电商发展的影响更为显著。其中,露天、大棚等种植业农产品信息技术运用水平负向影响绩效,而畜禽等养殖业农产品信息技术水平正向影响绩效;4)开通电子政务行政村的比例是影响县域农产品电商发展的核心要素。未来,重庆市仍需坚持当地政府引导、信息技术支撑打造“一村一品”优质农产品,完善农产品电商基建规模,优化资源配置,减少农产品流通环节中的信息搜寻成本,进而提高农产品电商发展的整体水平。

Performance evaluation of county agricultural products e-commerce and its influencing factors from the perspective of information technology

Abstract:
In order to further explore the development level of regional agricultural products e-commerce and its influencing factors, this study constructs a county-level agricultural product e-commerce evaluation index system from the perspective of information technology, and uses DEA-Tobit model to measure the development of agricultural products e-commerce performance and key influencing factors of 38 counties in Chongqing in 2018. The ISM model is then used to reveal hierarchical logic relationships between different elements. The results show that: 1)In 2018, the development of agricultural products e-commerce in Chongqing is at medium level, and there is gap between different regions; 2)Chongqing has the highest level of development performance from the southwest to the northeast along the Yangtze River, and it is gradually decreasing from the northwest to southeast, forming a spatial pattern of “high on intermediate and low on both sides”; 3)The scale of agricultural product e-commerce construction is more significant than the agricultural product information technology production on the development of agricultural products e-commerce, in which the use of information technology in agricultural products such as open-air and greenhouses is negatively affecting performance. At the same time, the information technology level of agricultural products in livestock and poultry farming is positively transforming the execution of e-commerce; 4)The proportion of e-government administrative villages is the core factor affecting the development of e-commerce in county-level agricultural products. In the future, Chongqing still needs to adhere to the guidance of local governments and information technology to build a “one village-one product” quality agricultural product, expand the scale of e-commerce infrastructure for agricultural products, optimize resource allocation, reduce the cost of information search in the circulation of agricultural products, and thus improve the overall level of regional e-commerce development of agricultural products.
