| 为进一步解决我国秸秆禁烧难题，采取定性分析和定量分析相结合的方法，对秸秆禁烧管理与效果进行研究，结果表明国家层面的秸秆重点区域禁烧开始于20世纪90年代中后期，目前全国已经进入"全境禁烧"管理和"重点区域禁烧"管理相并行的时期，全国年均秸秆焚烧遥感火点数量由2004-2005年年均14 509个降至2016-2017年年均9 297个，东部平原区和华南区的秸秆焚烧强度明显减弱，但东北三省地区已经成为我国秸秆焚烧的重灾区。并对我国秸秆焚烧治理提出4点政策建议，一是出台秸秆焚烧治理专项法律规定，二是完善秸秆禁烧区违规处罚，三是秸秆非禁烧区开展限制性焚烧管理，四是加强东北三省的秸秆综合利用。 |

| Management and effect of straw burning prohibition in China |

| In order to further solve the problem of straw burning prohibition in China,the management and effect of straw burning prohibition administrative area are investigated by combining qualitative analysis and quantitative analysis.The results show that the state-level straw burning prohibition in key areas began in the mid-late 1990s.At present,the whole country has entered a period in which the management of "All-territory burning prohibition" and "Key areas burning prohibition" is in parallel.The annual average number of remote sensing fire spots for 2004-2005 to 2016-2017 straw burning reduces from 14 509 to 9 297.The intensity of straw burning in the eastern plains and southern China decreases significantly,but the northeastern three provinces have become the serious disaster areas of straw burning in China.Four policy suggestions including promulgating special laws and regulations for straw burning control,improving penalties for violations of regulations in straw burning prohibited areas,developing restrictive burning management in straw non-prohibited areas and strengthening the comprehensive utilization of straw in three northeastern provinces are put forwarded for straw burning control in China. |
