溯源追责框架下猪肉质量安全问题产生的逻辑机理与治理路径——基于全产业链视角的调查研究

摘要:
为研究生猪产业链各环节存在的质量安全问题及其原因,在溯源追责的大框架下,基于产业链视角,借鉴社会共治理念,利用对北京市生猪养殖与流通、生猪屠宰加工、猪肉销售等环节利益主体的系统调研,全面深入地分析猪肉质量安全问题现状、问题产生的逻辑机理与治理路径。研究发现:北京市猪肉质量安全状况整体较好,但也存在一些隐患,生猪养殖环节存在养猪场户将病死猪扔掉、使用禁用药、未严格执行休药期、增加兽药使用剂量以及生猪购销商对生猪注水的情况;生猪屠宰加工企业的质量安全检测还有隐患,无害化处理方式也存在能否可持续的压力;批发市场和农贸市场都存在注水肉销售、不新鲜猪肉销售等问题;根据猪肉质量安全问题产生的原因,提出加强源头控制和法律宣传、加大检测力度和惩治力度、建立生猪购销商登记备案制度和信用评价体系、完善定点屠宰和病死猪无害化处理补贴政策、建立完善的猪肉可追溯体系和加强溯源追责宣传等建议。

Logic mechanism and countermeasures of pork quality and safety problems under the framework of traceability and accountability: A survey based on the perspective of whole industry chain

Abstract:
The aim of this study is to investigate the problems and causes of quality and safety in each link of the pig industry chain, under the framework of tracing responsibility and applying the concept of social governance. analyzes The present situation of pork quality and safety problems and the logic mechanism and countermeasures from the perspective of industry chain is analyzed based on the investigation of the main interests of pig breeding and circulation, pig slaughter and processing, as well as pork sale in Beijing. The results show that the overall situation of quality and safety of pork in Beijing is in good condition despite the fact that there are also some hidden threats including directly throwing away dead pigs are, the use of the banned drugs are still in use, the not strictly enforced of drug withdrawal period, the increase in the dosage of veterinary drugs and the selling of water injected pig. Hidden problems also exist in the quality and safety inspection sections. Slaughtering and processing enterprises also face the pressure of sustainability of harmless treatment. Both the wholesale market and the farmers' market have problems such as the sale of water injected meat and the sale of stale pork. According to the causes of pork quality safety problems, suggestions on strengthening the source control and legal publicity, making effort to increase the detection and punishment, establishment of registration system and credit evaluation system for pig buying and selling dealers, improving the subsidy policy of slaughtering and harmless treatment of dead pigs, establishing a comprehensive traceability system of pork distribution and strengthen traceability, accountability and publicity are proposed in the end of this study.
