碳税补贴视角下规模养猪户低碳养殖行为决策分析

摘要:
针对养殖业规模化、集约化、粗放化发展,导致废弃物大量聚集,温室气体随意排放等问题,以畜牧业新型养殖主体-规模养猪户为研究对象,利用动态博弈模型研究政府碳税税率、低碳养殖补贴系数、产品低碳度水平和消费者低碳产品支付意愿等因素对规模养猪户低碳养殖行为决策的影响。数值分析结果表明:政府的碳税政策有效激励了规模养猪户碳减排行为,不同的碳税税率不仅对规模养猪户碳减排效果具有显著的影响,而且对猪肉产品价格的影响较小;政府的低碳补贴政策能够促进规模养猪户低碳养殖行为的演变;消费者的低碳偏好可以有效引导规模养猪户的低碳养殖行为。针对上述研究结论对规模养殖户的低碳养殖决策及政府的碳税补贴政策设计提出了对策建议。

Decision and analysis of scale pig raising farmers' low carbon breeding behavior in the perspective of carbon tax subsidies

Abstract:
The development of breeding scale and intensive and extensive farm management caused gathering of large amount of waste and greenhouse gas emissions.This study took scale pig raising farmers as the research object and a three-stage dynamic game model was established.This model considered the effects of carbon tax,low-carbon farming subsidies coefficient,low carbon level of products,and consumer willingness to pay for low-carbon products on farmers scale pig raising farmers' low carbon breeding behavior.The numerical analysis results showed that the government's carbon tax policy had a positive effect on scale pig farmers' carbon emissions behavior.Different carbon tax rates not only had a significant influence on scale pig farmers' carbon reductions,but also had less effect on the pork product prices.The government's low carbon subsidies promoted the evolution of the scale pig farmer's low-carbon farming behavior and the consumer's low carbon preferences could effectively guide the low carbon breeding behavior of scale pig raising farmers.These results provided insights into the decision-making of the scale of farming farmers' low-carbon breeding behavior and the design of government's carbon tax subsidy policy.
