| 2004年以来,"最低收购价政策"和"临时收储政策"在保护农民收益、提高农民种粮积极性,保障国家粮食安全等方面发挥了重要作用。随着政策的实施,粮食价格"天花板"封顶效应开始显现、成本"地板"抬升的挤压越来越明显。本研究从政策实施和政策变化角度出发,对我国粮食价格形成和波动机制的现有研究进行梳理和综述,发现现有文献存在缺乏对分品种粮食价格形成机制差异的研究,缺少对大豆价格形成机制进行政策实施前后对比的研究;对粮食价格调控目标和社会福利变动的研究和评价较少等问题。 |

| Abstract: |
| From 2004,the policies of minimum purchasing price and temporary reserve have played important roles in protecting farmers' benefits,improving farmers' passion of planting grain and ensuring national food security.With the implementation of these policies,the ceiling effect of grain price begins to appear,the increasing cost floor is more and more obvious.From the perspective of policies implementation and changes,this paper reviewed the existing researches on pricing mechanism and volatility of grain products.And found that there is insufficient researches on the pricing mechanism of classified grain products and the comparison of before and after the soybean pricing mechamism policy implementation, the research on regulate target and changes in the social welfare should be intensified. |
