基于农户视角的我国蔬菜生产资源配置评价——兼对三阶段DEA模型的修正

摘要:
蔬菜生产的可持续发展依赖于资源的优化配置, 而生产效率能够反映资源配置状况。本研究对测定生产效率的不同模型进行对比, 明确不同方法下的生产效率含义;基于2013年辽宁省农户蔬菜生产的调研数据, 运用三阶段DEA(数据包络分析)与Bootstrapped-DEA模型相结合的方法, 逐步对初始效率值中的环境因素以及随机因素进行分离, 并从各部分实证分析中得到研究结果:农户整体规模效率低下, 经营规模偏小, 各要素投入冗余水平较高, 说明农户蔬菜生产资源配置水平较低;农机具购置补贴、技术指导和培训次数的提高以及配备小旋耕机是改善农户蔬菜生产效率的有利因素, 而农户年龄增加、家庭从事蔬菜生产人数增加和蔬菜收入占比提高则对蔬菜生产效率有负影响。在微观层面上, 除了对农户进行补贴, 鼓励生产之外, 还应适当引导农户进行合理的生产资料配置。

Study on vegetable production resource allocation in China based on micro-perspective of farmers: With modification of three-stage DEA model

Abstract:
The sustainable development of vegetable production depends on optimization of resource allocation.The allocation of resource can be reflected through the estimation of production efficiency.This research defined the production efficiency through the comparison of models for production efficiency estimation, which was also the theoretical basis for this research.Based on the theoretical analysis, the empirical analysis was carried out using the data from a survey of the smallholder vegetable farmers in Liaoning province in 2013.Basing on the method that was the combination of three-stage DEA(Data Envelopment Analysis)model and Bootstrapped-DEA model, the impacts of environmental factors and random error on technical efficiency were eliminated by empirical analysis.Conclusions are drawn as follows.1) On the whole, the average Scale Efficiency (SE) score of peasants is rather low, the scale of production is small and the slack rates for all inputs are at high level, which indicate the inferiority in the allocation of resources.2) The increase of the subsidies for purchasing agricultural machinery and tools and the increase of frequency of technical guidance and training as well as the owning of rotary tiller are three factors that can improve the production efficiency of peasants within our sample.3) The increase of labor force that is put into vegetable production, the percentage of family income that comes from vegetable production and the age of the householder are negatively related with the average production efficiency within our sample.Based on the conclusions above, to improve vegetable production efficiency, the subsidies for vegetable production should be increased so as to encourage farmers who have the potential for higher yields to invest in vegetable production.In addition, the more important is to guide farmers to allocate their production resource more properly.
