基于博弈论模型的北京市农田生态补偿政策研究

摘要:
针对北京市目前实施的农田生态补偿政策,采用实地调研方法分析该政策的实施现状及问题;结合实际调研数据利用博弈论模型对该政策的执行力进行评价。结果表明:目前北京市农田生态补偿政策存在补偿资金来源有限,支付手段单一,补贴范围较窄,补贴标准缺乏科学依据等问题;当农民把农田生态系统的服务价值视为一种收入时,可达到占优均衡结果,即政府实施补偿政策,农民冬季种粮;若农民对农田生态价值观念弱化,不将其视为收入时,目前的补贴标准不能满足农民追求经济利益的要求。结合模型的结论,本研究提出目前北京市的农田生态补偿政策还需进一步具体完善,加强农民对农田生态系统多功能性认可的意识,以及提倡扩大土地规模经营等建议。

Study on agro-ecological compensation policy in Beijing city

Abstract:
This paper analyzes the current status of the implementation of agro-ecological compensation policy in Beijing city based on the data from the practical investigation, and evaluates the policy execution through the use of game theory model. The results show that there are still some problems in the policy execution, such as the limited sources of funding, single payment pattern, the narrow scope of crop subsidies and the lack of science-based standards. Through the use of game theory model, it was found that when the farmers awake to the serving value of ecosystem as a form of income, they achieved dominant equilibrium outcome, that is, the farmers will grow cereal grains in winter if the compensation policy is implemented and the current standard of subsidies cannot meet the requirements of farmer’s pursuit of economic interests if farmers weakened the concept of ecological values, not be regarded as a kind of income. Combined with the conclusions of the model, some advices were proposed, including that the farmland ecological compensation policy should be further improved to strengthen farmers’ awareness to agro-ecosystem services and promote the expansion of scale operation of land.
